    Summary

    The president established the Presidential State-Owned Enterprises Council (PSEC) in 2020 to support government in repositioning state-owned enterprises (SOEs). It is supposed to have the sole discretion to appoint executive positions to SOEs, based on recommendations from the boards of SOEs. However, there is little evidence of its genuine independence.

    Government is following up on the "Standing Appointment and Oversight Committee for board and executive appointments" recommendation, as per the National State Enterprises Bill (2024), albeit through a different institutional structure from the Zondo recommendation. Moreover, the pending "Guide for the Appointment of Persons to Boards and Chief Executive Officers of State-Owned and State-Controlled Institutions" is also meant to address concerns about SOE executive and board appointments.
