      Performance reviews published

No data available for the deliverable: Performance reviews published

      Summary

The presidency says that the president is not obliged to disclose the performance assessments. HALTED: We stopped tracking this reform at end-June 2025 as the Presidency has repeatedly said it will not publish the results of performance assessments.

      Canvas not supported.

      Is it working?

Because assessments will not be published voluntarily, performance reviews are not helpful for the public. Moreover, there is no publicly available evidence which suggests that these have improved the performances of ministers. The DA's Willie Aucamp has promised that his party will publish its ministers' contracts and achievements (performance reviews), should the president opt against this.

      Actions

In Q3 2023, the DA submitted a Promotion of Access to Information Act (PAIA) application to access the performance assessments of all ministers which was declined. The party promised to go to court to force government to disclose these. In December 2023, it promised to submit a PAIA application to each ministry to obtain these performance assessments.

      Are there plans?

No plans. However, we wait to see whether the multiparty government which includes parties that were vocal about the need to publicise the assessments will change the approach.

      Is it on the agenda?

Publishing performance assessments was not on the agenda of the previous administration as it viewed these as a matter concerning an employer and employees (president and ministers). This hasn't appeared to change with the GNU.

      Goals

Making the performance assessments publicly available would help the public reach better informed conclusions about ministers' performances.

        Summary

Performance reviews are undertaken on a continual basis, however, the exercise is not publicised.

Lack of transparency of the annual performance assessments and consequences thereof means this process is not as helpful as it could be, at least for the public.
