Establish an independent water regulator to strengthen oversight of water services
The proposed independent water regulator is yet to be established; the Water Services Act needs to be amended.It is expected to play similar roles as Nersa in the electricity sector.

In terms of strengthenimg intervention in municipalities that fail to meet minimum norms and standards for water service delivery, more specifics on OV’s role are required because under Section 139 of the Constitution, the provincial government takes over municipalities that fail to fulfil their constitutional obligations.
