Review land use, building and other regulations to enable low-cost property developments

While this reform area has significant potential, it faces systemic barriers, particularly at the municipal level. Current regulatory regimes have entrenched informality, with most small-scale developments remaining non-compliant. There is also a lack of protocols to coordinate metros and provinces, and no coherent framework to support metro-led projects across their lifecycle. These gaps contribute to prolonged planning delays, with some approvals pending for over a decade. Addressing these challenges will require long-term political commitment, sustained municipal capacity building, and coordinated legislative reform across all spheres of government.
