Institutional capacity and training

SAPS has struggled to increase staff, particularly financial investigators and forensic accountants, resulting in lower effectiveness in investigations and arrests. Enhancing capacity involves providing adequate training, personnel, and financial resources to carry out counter-terrorism financing (CFT) roles effectively. This includes incorporating new obligations under the revised POCDATARA into internal training, policies, procedures, and performance indicators. In the 2024 national budget, the government increased fund allocations to the Department of Justice to bolster the SAPS’s capacity to address money laundering and terrorist financing concerns.
