Summary

Advocacy for electronic voting has been gaining traction in line with digital transformation. In March 2025, the IEC hosted an e-voting conference in Cape Town to explore the possibilities of electronic voting. The conversation was guided by a policy discussion document produced by the Human Sciences Research Council (HSRC) for the IEC.

Is it working?

Electronic voting has not yet been introduced. Its introduction is will be gradual but there is no plan to introduceit at the upcoming 2026 local government elections.

The consultation process is ongoing and will conclude in September with a Green Paper to follow.

The IEC is currently in a public consultation process which began in March and will conclude in September 2025. In October, the IEC will review public submissions whose findings will be published in November 2025. The drafting of the green paper is meant to take place from March 2026 and final stakeholder workshops are scheduled for May 2026.

Are there plans?

The IEC plans to consolidate the public input received through the consultation process, revise the draft policy paper and submit it to parliament for consideration and publish the final paper for public consumption. The review of the public submissions (20 stakeholder engagement workshops and more than 200 written submissions) was initially meant to be concluded in October 2025 while the findings of the consultation process were meant to be published in November 2025. The drafting of the green paper is meant to take place from March 2026, with final stakeholder workshops scheduled for May 2026.
