Summary

Little movement on this reform. Some entities have sporadically published shareholder compacts in the past but there is no coordinated push for all entities to publish these annually. Additionally, different SOEs publish different aspects of shareholder compacts in different ways. Eskom for example measures its performance against the shareholder compact KPIs in some of its financial statements.

No action yet. There seems to be no appetite in government to ensure that the compacts are published yearly.

The Council for Scientific and Industrial Research and Mintek are two of the few entities that consistently publish shareholder compacts. No actions have been taken to get more entities to publish such compacts.

Are there plans?

There do not seem to be any plans towards ensuring that all SOEs shareholders' compacts are published annually.

Is it on the agenda?

Shareholder compacts were included in the Public Finance Management Act in 1999, which signalled intention to promote the objectives of good financial management and governance in public entities.
