Little movement on this reform. Some entities have sporadically published shareholder compacts in the past but there is no coordinated push for all entities to publish these annually. Additionally, different SOEs publish different aspects of shareholder compacts in different ways. Eskom for example measures its performance against the shareholder compact KPIs in some of its financial statements.

The Council for Scientific and Industrial Research is one of the few entities that consistently publishes shareholder compacts. No actions have been taken to get more entiteis to publish such compacts.

There do not seem to be any plans towards ensuring that all SOEs shareholders' compacts are published annually.

Shareholder compacts were included in the Public Finance Management Act in 1999, which signalled intention to promote the objectives of good financial management and governance in public entities.
