No data available for the deliverable: Digital transformation: Enable bulk data access to research; monitor and improve service delivery
Summary
The reform is ijntended to enable bulk access to research, monitoring and improve service delivery. The datasets will be designed for seamless integration and analysis using advanced tools, including AI. Data will be accessed and analysed within secure platforms such as National Treasury’s Secure Data Facility (SDF) to maintain data security and compliance. Work on the ground is expected to begin in 2026
View DetailsIs it working?
This is yet to commence.
Actions
No related projects currently taking place (National Treasury). In terms of timelines, government expects to: • Provide access to research-quality instances of the datasets connected in the data exchange pilot in the SDF (Q4 2026) • Provide access to research quality instances of a new dataset from each of health, employment and social protection in the SDF (Q4 2026) • Provide remote-access to the SDF (Q4 2027) • Develop a GIS DPI for spatial analytics and planning (Q2 2028)
Are there plans?
It is aligned with the digital transformation infrastructure roadmap (2025). Timelines have been established for particular milestones (see Actions category).
Is it on the agenda?
Falls under the Operation Vulindlela 2.0 agenda.
Goals
The aim of this project is to empower policymakers and researchers by providing bulk access to high-quality, anonymised administrative datasets.

No data available for the deliverable: Enable real time data access through a data exchange for key administrative databases.
Summary
Data exchange is another key pillar of the digital transformation infrastructure roadmap. The data exchange will facilitate faster processing of services such as grant applications and business permits by using existing verified information, ensuring people/users only share their information once with government. The aim is to break down data silos by connecting siloed databases across government and improve service. Benefits may include faster service approvals and reduced administrative delays. Currently, however, no data exchange is in place. Government will start working towards implementing a data exchange platform from 2026.
View DetailsIs it working?
No data exchange in place yet.
Actions
No projects from government (National Treasury) currently taking place. In terms of timelines, government expects to: • Implement a data exchange platform to promote the eligibility testing of grants with relevant administrative datasets in Q4 2026 • Develop a Master Social Security Registry (MSSR) in Q4 2026 • Open access to the data exchange platform to selected NGOs in Q2 2027 • Implement remote access to National Treasury Secure Data Facility (NT-SDF) in Q4 2028 • Implement an ‘Enter Data Once’ policy for government to enforce the use of the data exchange platform in Q4 2029
Are there plans?
It is aligned with the digital transformation infrastructure roadmap (2025) & MTDP 2024-2029. Timelines have been established for particular milestones (see Actions category).
Is it on the agenda?
Falls under the Operation Vulindlela 2.0 agenda.
Goals
The goal is for government departments and public entities to be able to securely share data with each other through a real-time data exchange platform as needed, eliminating the need for people to repeatedly provide the same information to different government institutions. This includes the development and incremental rollout of Application Programming Interface (API) end-points across government datasets and systems and associated governance and rules of use.
