Summary
The National Water Action Plan was published on 23 July by the President, having initially being scheduled for mid-March. It outlines measures to be implemented at all levels of government. Its overarching strategy is to ensure reforms and legislation are prioritised and sequenced correctly, with the overall aim to ensure water supply to all South Africans.
It is based on five planks:
1. Address challenges in municipal water and sanitation delivery
2. Accelerate reforms to address the systemic causes of the water crisis
3. Increase investment in infrastructure, including through private sector investment
4. Explore legal and regulatory mechanisms to improve municipal service delivery
5. Address corruption and criminality in the water sector.
Is it working?
Too early to judge; the plan still has to be implemented.
Actions
The Water Action Plan was published on 23 July. It was developed by the National Water Crisis Committee (Watercon), which was established after the 2026 Sona to address the country's water crisis. Chaired by President Cyril Ramaphosa, it included representatives from government departments, public agencies and the South African Local Government Association.

The overall aim is to ensure long-term water security for all South Africans.
